Educated at Wirral Grammar School, Steve Rule was brought up playing rugby union, turning out for Loughborough College and playing for England Universities before joining Sale RUFC, where he represented Cheshire and had an England trial. He turned professional with Salford in 1978 and made 117 appearances for the club, scoring 23 tries, 384 goals and 11 drop goals. Until extended to 14-goals by Steve Blakeley in 2003, Steve Rule jointly held Salford's "Most goals in a game" record, with 13-goals scored against Doncaster on 4 September 1981, with Gus Risman and David Watkins. He moved to St Helens in 1983 in a swap deal involving Peter Glynn, where he made 40 appearances, scoring four tries and 49 goals. He was released in 1985 after sustaining a neck injury. After a break from rugby, he went back to union and coached at Sale from 1989-92, this despite most rugby league players not being allowed to participate in any rugby union at that time. He took another break before returning to coach Lymm, New Brighton and Macclesfield. He also coached Cheshire County. His day job was working for the Wigan Council.
