James Regan played 172 first-team games for Cardiff RFC between 1933 and 1939 before turning professional with Huddersfield in 1939. In spite of an outstanding career at the Arms Park he never gained an official union cap because of Newport player Bunner Travers, although he did play for Wales in rugby union in an unofficial game during World War II. He also represented Crawshays in 1938.
